Communal Doors and Windows in Essex Blocks: What Should Managing Agents Plan?
Communal doors and windows in a block are best planned as one programme, not fixed one complaint at a time. Start with a survey of every door and window the management company is responsible for, then use a single written quotation to budget and phase the work. At Eco Windows and Doors Essex we survey blocks across Chelmsford, Brentwood, Colchester and Southend free of charge.
Why are communal doors and windows rising up the agenda for Essex blocks?
The main entrance door is usually the hardest-working item in any building. When a closer fails, a lock sticks or the door no longer shuts on its own, every resident notices the same day, and the call-outs start to repeat. Tired stairwell windows tell a similar story: draughts, misted units and handles that no longer lock.
The rules around rented homes are also tightening. Where a block in Basildon, Colchester or Southend includes flats let by private landlords, those landlords must bring their homes up to the equivalent of EPC band C by 1 October 2030, with a £10,000 cost cap per property. The Decent Homes Standard now covers private landlords too, with child-resistant window restrictors wherever there is a fall risk, a duty to deal with damp and mould quickly, and enforcement from 2035.
Where the lease makes windows the management company's job, landlords will look to the managing agent for a plan. Windows and doors are part of the building fabric, so they belong in that plan, worked out with each landlord's energy assessor rather than treated as a shortcut to band C.
Then there is the budget. Directors and leaseholders find one costed figure for the whole building far easier to approve than a run of separate repair invoices.
How do you plan a communal door and window programme for a block?
A sound programme follows the same six steps whether the block has six flats or sixty:
Confirm responsibility. Check the lease to see who looks after communal doors, stairwell windows, flat windows and flat entrance doors.
Survey everything once. We record every communal entrance, rear and bin store door, and window on our list: condition, locks and closers, misted units, seals and draughts, restrictors on upper floors and any signs of condensation.
Flag doors in the fire strategy. Any door that forms part of the building's fire safety arrangements is noted, so you can confirm the specification with your fire risk assessor before anything is ordered.
Prioritise. Safety first (restrictors, failing locks and closers), then weather-tightness, then energy and appearance.
Phase it. One written quotation, broken down by door, window and elevation, lets you spread the work across budget years.
Plan fitting day around residents. We agree access in advance, keep the entrance secure and take all waste away free of charge.

Every Eco window is 1.2 U-value as standard, better than the 1.4 the regulations require. We fit Eurocell and GAP products, issue a FENSA certificate for windows and doors, and include a free 10-year insurance-backed guarantee (terms apply). Our guide to window restrictors and the Decent Homes Standard explains the restrictor side in more detail.
If you manage a block in Chelmsford, Witham or Braintree, book a free portfolio survey on 07465 227281 and we will survey the whole building in one visit.
Pause for a moment: if your directors asked next week for a costed figure covering every communal door and window in your largest block, could you give it to them? If not, that is the gap one survey closes.
What if only one door is failing right now?
Deal with the urgent door first, but use the same visit to survey the rest of the building, so the next failure is already costed rather than another emergency call-out.
What if the block mixes owner-occupiers and landlords? The single written quotation can be shared with everyone. Landlords can use it alongside their own plans, and our article on planning windows and doors for EPC band C shows how it fits.
When should a managing agent book the survey?
Ideally before your next budget round or AGM, so the figures are ready when decisions are made. Winter is also a good time to survey, because draughts and condensation are easiest to see. Book a free portfolio survey on 07465 227281 or 01245 520900, or through our contact page.
Communal doors and windows: frequently asked questions
Who is responsible for communal windows and doors in a block?
It depends on the lease. In many Essex blocks the freeholder or management company looks after the communal doors and windows, and sometimes the flat windows too, while owners look after their own entrance doors. Check the lease first; our survey can then cover only the items the management company is responsible for.
Is a survey of the whole block free?
Yes. Eco Windows and Doors Essex surveys communal doors and windows free of charge and provides one written quotation for the whole building, broken down so it is easy to share with directors, freeholders or leaseholders. There is no discount attached and no obligation to go ahead with the work.
Will new windows get the let flats in a block to EPC band C?
Not on their own. Private rented homes in England and Wales must reach the equivalent of EPC band C by 1 October 2030, with a £10,000 cost cap. Windows and doors are part of the building fabric, so landlords should plan them in with their energy assessor alongside insulation and heating.
Can communal door and window work be phased over several years?
Yes. The written quotation sets out each door, window and elevation separately, so you can put safety items first and spread the rest across several service charge years. Managing agents can use it to build a reserve fund plan running up to the 2030 EPC deadline for let flats.
