EPC C by 2030: How Should Essex Landlords Plan Windows and Doors?

Can new windows and doors get a rental property to EPC band C by 2030? Not on their own: they are part of the building fabric the new EPC measures, so plan them in with your energy assessor. Survey the whole portfolio once and phase the work, rather than paying for rushed jobs in 2030.

Why does the 2030 EPC band C deadline matter for Essex landlords now?

In January 2026 the government confirmed that private rented homes in England and Wales must reach the equivalent of EPC band C by 1 October 2030. The cost cap stays at £10,000, and is lower for homes worth under £100,000. Once a landlord has spent up to the cap and still falls short, they can apply for a 10-year exemption (source: Elmhurst Energy).

Two details shape the plan. Eligible improvements funded from October 2025 count towards the cap, so work done now is not wasted. And the new EPC includes a Fabric Performance metric, which landlords must meet alongside either heating efficiency or smart readiness. Fabric means the shell of the building, including its windows and doors. You will also need a fresh EPC before works and a post-works EPC by the deadline.

The EPC is not the only standard arriving. The Decent Homes Standard policy statement, published on 28 January 2026, gives private landlords a legal duty to meet the same standard as social housing, with enforcement from 2035 (source: Gowling WLG). It asks for child-resistant window restrictors wherever there is a fall risk, quick action on damp and mould, and stronger thermal comfort standards. Add the Renters' Rights Act, law since 27 October 2025 and phased in from 1 May 2026, and landlords in Chelmsford, Brentwood, Basildon and Southend face three standards that all touch their windows and doors.

Most landlords will wait until 2029, when contractors will be stretched. Planning now lets you choose the order of work.

How do you build windows and doors into an EPC C plan for a rental portfolio?

Five steps, whether you own two flats in Witham or a portfolio across Colchester, Braintree and Maldon.

  1. Get a current EPC and talk to your energy assessor. Ask which fabric and heating measures they recommend for each property, and in what order.

  2. Book one survey for the whole portfolio. We visit every property and record the condition of each window and door, existing restrictors, signs of condensation and mould, draughts and failed sealed units.

  3. Receive one written quotation covering every property. It lists each home separately, so you can see where the oldest, coldest or least secure windows are and decide what goes first.

  4. Phase the work over the years to 2030. Start with the weakest EPCs or the most tenant complaints, then work through the rest between tenancies.

  5. Keep the paperwork together. Every Eco window and door installation comes with a FENSA certificate and our free 10-year insurance-backed guarantee (terms apply). File these with each property's EPC, so the evidence is ready when you need it.

Every Eco window is 1.2 U-value as standard, better than the 1.4 the regulations require for replacement windows. We fit Eurocell and GAP products, our team is based in Chelmsford, and we remove all waste free of charge. Pause for a moment. You do not need every answer today. You need a list of every window and door you own, what state each is in, and a rough idea of when each should be done. That list is what a portfolio survey gives you.

What if the works will not reach band C, or you have already spent part of the £10,000 cap?

That is why the plan matters. Keep invoices and certificates for everything funded since October 2025. If a property still falls short after spending up to the cap, the exemption route exists, but you will need to show what was done. If your energy assessor puts other measures ahead of glazing, our quotation can simply sit in your plan for a later year. And if a home has a fall risk, restrictors or damp and mould issues, those are worth dealing with now regardless, under the Decent Homes Standard.

When should a landlord book a portfolio survey?

Before your next EPC renewals, and well before 2029. Winter is the best time to spot condensation, draughts and misting, so book now and have a written plan for every property in Chelmsford, Billericay and beyond by spring. Landlord questions about EPC C, windows and doors

Will new windows get my rental to EPC band C?

Not by themselves. Windows and doors are part of the building fabric that the new EPC measures, so they belong in your plan, but the right mix of works depends on each property. Agree the measures with your energy assessor, then use a portfolio survey to cost and phase them.

When must private rented homes reach EPC band C?

The government confirmed in January 2026 that private rented homes in England and Wales must reach the equivalent of EPC band C by 1 October 2030. Landlords need a fresh EPC before works and a post-works EPC by that deadline, so plan early to avoid the 2029 rush.

What is the cost cap for EPC improvements?

The cap is £10,000, or lower for homes worth under £100,000. Eligible improvements funded from October 2025 count towards it. If a landlord spends up to the cap and still falls short of band C, they can apply for a 10-year exemption, so keep every invoice.

Does the Decent Homes Standard cover window restrictors?

Yes. The Decent Homes Standard now applies to private landlords, with enforcement from 2035. It requires child-resistant window restrictors wherever there is a fall risk, quick action on damp and mould, and stronger thermal comfort. A portfolio survey records which windows already have restrictors and which still need them.

What does a free portfolio survey from Eco Windows include?

Our Chelmsford-based team visits every property and records each window and door, existing restrictors, condensation, draughts and failed units. You then receive one written quotation covering every property, which you can phase over the years to 2030. There is no charge for the survey or the quotation.
